We were reminded by Texas Watch that today is the third anniversary of the vote on the constitutional amendment to pass proposition 12, a key part of the legislature’s 2003 tort reform package. Prop 12 remains the only time in state history that our citizens have voted to amend the constitution to give up their rights.
